Senior Data Scientist (N380) (Finance)



Salary Range: $9,333.00 - $12,576.46 Monthly

SUMMARY

Housing for Health (HFH) is a program office within Community Programs, a division under the Los Angeles County Department of Health Services (DHS) for the County of Los Angeles. HFH was created to support people experiencing homelessness with complex clinical needs. We support people in obtaining housing, improving their health and thriving in their communities. HFH is a core component of Los Angeles County's effort to respond to the homeless emergency. Where appropriate to the job function, a hybrid work schedule may be available, with employees working both remotely and from the office, as needed.

Senior Data Scientists work collaboratively with both technical and nontechnical partners to develop and complete large-scale projects in response to identified business needs and oversee teams of data scientists and analysts as part of a large-scale project.  Incumbents coordinate and contribute to complex projects that require using advanced methods of data science such as cloud-based data design; data extraction, transformation, and loading; statistical analysis and machine learning; data visualization; and placement of predictive models, automated dashboards, and other data science products into production.  Incumbents present their findings to technical and nontechnical stakeholders to support data-driven program design and management; and provide and/or delegate ongoing consultation services to client programs to assist with implementing recommendations as necessary.

The ideal candidate has experience working directly with a client-centric relational database. They have very strong technical knowledge and are comfortable leading complex build outs within a SQL database. They are an expert with a variety of analytical tools and have taken the lead on projects where the best path forward is unclear.  

ESSENTIAL FUNCTION

  1. Leads the development and application of methods to identify, collect, process, organize, and analyze structured and unstructured data
  2. Effectively communicates results to County, departmental, and divisional decision makers and provides ongoing support to strengthen data-driven program design and management
  3. Works collaboratively with both technical and nontechnical partners to develop and complete large-scale projects in response to identified business needs
  4. Coordinates and contributes to complex projects that require using advanced methods of data science such as cloud-based data design; data extraction, transformation, and loading; statistical analysis; data visualization; automated dashboards, and other data science products into production
  5. Collaborates with division, departmental, and countywide stakeholders to solicit, define, and manage highly complex data science projects from conception through implementation; ensures that projects result in actionable insights and recommendations that can be used to support business decisions
  6. Provides technical oversight to small teams of Data Scientists and Predictive Data Analysts as necessary to ensure project success
  7. Presents their findings to technical and nontechnical stakeholders to support data-driven program design and management; and provide and/or delegate ongoing consultation services to client programs to assist with implementing recommendations as necessary
  8. Regularly manages special projects and assignments, such as ad-hoc department reporting and program analyses
  9. Able to apply advanced methods of data science to identify new and emerging business problems within their assigned units and may lead project teams of Data Scientists and other analyst staff
  10. Ensures that relevant processes and procedures are rigorously documented
  11. Convenes and facilitates discussions with stakeholders to design and implement tools and reports

JOB QUALIFICATIONS

Option I: Two (2) years of experience carrying out complex data science projects that included independently developing and applying methods to identify, collect, process, structure, and analyze data using statistical prediction, inference, and optimization to support data-driven program design and management, at a level equivalent to the Los Angeles County class of Data Scientist.

Option II: A Bachelor's degree from an accredited college or university in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health that included 12 semester or 18 quarter units of coursework in data science, predictive analytics, quantitative research methods, or statistical analysis -AND- Six (6) years of experience, including two (2) years in a lead capacity, applying and overseeing the application of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to make actionable recommendations to support program, policy, and operational decision-making.  A Master's or Doctoral degree from an accredited college or university in a field of applied research such Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health may substitute for up to two (2) years of experience.

Certificates/Licenses/Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearing through the Live Scan and the Health Clearance process with the County of Los Angeles. 

Other Skills, Knowledge, and Abilities

  • Strong understanding of advanced statistical methods, machine learning algorithms, and predictive modeling techniques.
  • Ability to translate complex analytical findings into actionable insights for program, policy, and operational decision-making.
  • Proficiency in Python, R, or Scala, with a focus on writing clean, reusable, and well-documented code.
  • Expertise in Spark-based distributed computing environments, particularly within Databricks.
  • Familiarity with Unity Catalog and role-based access control (RBAC) for managing secure data access across users and departments.
  • Experience with orchestration tools such as Azure Data Factory, dbt, or other ETL frameworks used in cloud environments.
  • Ability to develop, maintain, and optimize parameterized notebooks, workflows, and jobs in Databricks for both development and production pipelines.
  • Skilled in the use of Delta Lake and medallion architecture (Bronze, Silver, Gold) for building scalable, reliable, and modular data layers.
  • Understanding of CI/CD processes using GitHub for managing analytic workflows in Databricks.
  • Knowledge of data governance principles, including privacy, de-identification, and compliance standards (e.g., HIPAA, CJIS).
  • Experience collaborating across technical and non-technical teams in a matrixed or government environment.
