Program Administrator (Finance)
Serve as administrative liaison and facilitator to field operations personnel, prime contractors, and subcontractors.
Assist Navy and Marine Contract Manager with project planning, coordination and implementing new contract changes. This includes all requirements for the transition phase of starting a new contract and ending existing contracts.
Assist Director of Navy and Marine contracts in preparation of manpower reports and other operational reporting as assigned.
Assist with the creation of billet descriptions.
Assist with the creation of job posting requisition forms.
Assist with Contract Transition Tasks.
Coordinate resolution of any payroll and time sheet issues with the Program Managers, Site Leads and the Payroll office for each pay period.
Assist with generating and reviewing Pay Status Change Forms.
Coordinate mobilization of employees with the Program Managers and the Travel Coordinator. This may include the tracking and management of all required mobilization documents/paperwork (i.e., passports, medical exams, visas, tools, etc.).
Coordinates with the Human Resources Department in the sourcing new personnel requirements.
Assist with developing quality control plans to ensure compliance with ISO 9001:2015 and AS 9110c standards, implementation of continuous process improvement initiatives, and control of the program quality management system.
Provide training to field employees on the travel & expense policy and the proper use of the required ISO documentation.
Be available to travel to contract sites if tasked.
Any and all other additional tasks as assigned by the Supervisor.
Education and Basic Qualifications:
High School Diploma or equivalent.
Five (5) years previous experience managing multi-faceted programs or offices where the candidate made decisions and coordinated with other offices, divisions, or agencies.
Ability to be a self-starter to perform tasks without constant direction and to track and plan projects.
Must have excellent communication skills, both written and verbal, and good interpersonal skills.
Strong attention to detail and excellent organization skills.
The applicant must be proactive, flexible, and able to adapt to constantly changing needs and priorities. Should be comfortable in a fast-paced environment and have the ability to work well under pressure.
Ability to multi-task and meet deadlines.
Ability to exercise discretion and independent judgement customarily and regularly.
Proficient with Microsoft (MS) Outlook, MS Excel and MS Word as well as Adobe Pro.
Ability to be granted a United States (U.S.) Government Common Access Card (CAC) for base access.
Preferred Qualifications:
Knowledge of U.S. Government contract regulations and travel regulations.
Proficient with Deltek Costpoint project planning module.
Experience with Naval Aviation Maintenance Program and COMNAVAIRFORINST 4790 requirements.
Experience working on a government contract preferably in an office or administrative capacity.
