Subject Matter Expert (Finance)

Tetra Tech is currently seeking a Subject Matter Expert (SME) who provides expert guidance and interpretation of complex federal policies and regulations relevant to their field. With a minimum of ten years' experience and appropriate industry certifications, the SME provides technical guidance to the client as it relates to the overall goal of assessing property and damage claims.

Key Responsibilities:

Policy Interpretation: Ability to understand and interpret complex federal policy language, including relevant statutes, regulations, policies, guidance, and directions.

SME Reporting: Must be proficient and have a high degree of knowledge on how to accurately build SME reports in the field of expertise which assist with the overall project intent to provide adequate compensation for claimants to rebuild and recover.

Clear and Effective Communication: Customer service, excellent written and verbal communication skills, and knowledge and ability to explain policy and regulations to claimants, FEMA staff, and other stakeholders.

Use of Technology: Proficiency in using administrative software, claims management software, databases, and other technology tools that facilitate claim processing, documentation, and communication.

Administrative Knowledge: Proficiency in administrative activities within an organization, including customer service, data management, records management, time management, workload balancing, data reporting and tracking, and other administrative duties.

Additional activities may include:

  • Providing expert technical assistance with the FEMA requirements and regulations
  • Manage the development of an application intake and evaluation process for case management programs
  • Assist in the development and changes to policies, guidelines, and standard operating procedures
  • Work with clients to prepare all compliance reports required by the program; reports could include, but are not limited to, monthly status reports and compliance reports.
  • Manage data and input data into data management systems
  • Interface with the subcontractors both under Tetra Tech and the client
  • Communication with senior leadership staff from clients, including elected officials
  • Manage additional Tetra Tech staff assigned to the project, as well as staff assigned by the client to the project
  • Assist with the creation of standard operating procedures, proposals, and task orders, as necessary, for FEMA programs.

Qualifications:

  • Candidates must possess at least ten (10) years of combined experience in the field of practice as a Subject Matter Expert and a bachelor's degree in a relevant fiel.
  • They should also have an Industry-standard certification relevant to the specific SME discipline (e.g., Professional Engineer registration for engineering SMEs). The type of expertise sought for this role includes: GIS, Xactimate, adobe structures, forensic accounting, risk reduction/mitigation, reforestation, forestry, fraud, engineering and environmental disciplines.   • Excellent written and verbal communication skills.
  • Able to work both in a team environment and independently.
  • Strong organization skills, be comfortable interacting with clients, have a flexible style, and be able to immediately adapt to changing priorities.
  • Strong computer skills, knowledge of MS Word, Excel, Access, PowerPoint, and Outlook, and the ability to learn new products are needed.
  • Operational knowledge of database modeling and design, and development of protocols, processes, and procedures for developing databases and reports.
  • Experience with public speaking, working with local and county government officials on disaster recovery, delivering presentations, and facilitating focus groups.
  • Ability to adapt to different work environments, which will consist of travel (air, train, and car) and work in post-disaster conditions.
  • Must be willing to work on-site at a client's place of business. Must be available for short-term travel to support on-site client needs and extended deployment (e.g., 90+ days) to address client response and long-term recovery needs following emergencies and major disasters.

Additional Considerations:

This position supports Tetra Tech clients in the response and recovery phase of a disaster. Though not every position requires routine deployment to disaster sites, all positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. Staff are expected to be committed for the duration of the assignment.
