Business Process Analyst II - CALSAWS (Finance)

POSITION LOCATION: ROSEVILLE, CA

The County of Riverside Department of Public Social Services is recruiting for Business Process Analyst II position to join the California Statewide Automated Welfare System (CalSAWS) team.

This position is mostly remote, but may require some travel.

Background on CalSAWS Team

Pursuant to federal direction from the Centers for Medicare and Medicaid Services (CMS) and Food and Nutrition Services (FNS) to migrate and consolidate the three (3) automated welfare systems to a unified statewide system by 2023, the California Statewide Automated Welfare System (CalSAWS) Consortium must recruit staff resources for the CalSAWS project team.

In June 2019, the fifty-eight (58) counties of California State formed the CalSAWS Consortium as a Joint Powers Authority (JPA) to represent the interests of all 58 counties and govern the CalSAWS portfolio, including financial, contracting, resourcing and strategic direction of CalSAWS projects.

Assignment

The CalSAWS project team has both long-term and limited-term positions to support the CalSAWS projects and continues to recruit for these positions as needed. SAWS experience is highly desirable.

The project is currently recruiting for long term, that are scheduled from fiscal year April 2025 to April 2026. Positions that will begin in CalSAWS Design, Development and Implementation (DD&I) and continue into the CalSAWS Maintenance and Operations (M&O).

Competitive candidates must have extensive working knowledge of the CalSAWS system as well as experience with eligibility determinations for Foster Care programs.• Work with the Application Development and Test teams in support of the development, implementation and integration delivery of program features.

• Perform analysis to help resolve application problems.

• Collaborating with information technology staff to ensure requirements are met throughout the systems development life cycle.

• Evaluate requirements and develop design specifications for new or modified business processes; evaluate existing County business process models to identify potential areas for automation and streamlining; design and implement resulting automated processes.

• Design, implement and maintain system set-up tables and parameters to ensure compliance with state and federal requirements; interpret and analyze new or updated regulations to identify needed system changes.

• Identify and resolve production problem areas and correct system set-up when production errors are identified.

• Maintain context-sensitive on-line help reference to reflect the most current structure within the system.

• Analyze requirements and business functions, designs functional systems specifications and tests and coordinates the implementation of new application systems and/or revisions to existing systems.Education: Graduation from an accredited college or university with a bachelor's degree in public/business administration, human resources, finance, computer science, information systems, or a related field to the assignment. (Additional qualifying experience in a functional support area may substitute for education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)

Experience: Two years of professional level experience with business systems, information technology, program applications, business processes and procedures, and financial reporting and data, or other accounting experience.

5 years full-time, paid progressively responsible experience in administering policy contained within the CalSAWS application.

Knowledge of: Principles and practices of enterprise functions; project specifications development; application design; data modeling techniques; application of industry/corporate standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; the use of packaged, off-the-shelf and third party application software, including office automation tools; public assistance programs and C-IV application maintenance for positions within the Department of Public Social Services.

Ability to: Write/modify technical and user documentation; prepare flow process diagrams and other design graphics; use basic principles and practices and functional activities for the maintenance and enhancement of enterprise systems components; gather and analyze data; reason logically, draw valid conclusions and make appropriate recommendations; speak and write effectively; read, interpret and apply laws, rules, regulations, standards, and procedures; establish and maintain effective working relationships with others and gain their cooperation.
