Senior Appraiser (Finance)



The County of Riverside's Assessor-County Clerk-Recorder is recruiting for a Senior Appraiser who will be assigned to their Residential Division in Hemet.

The current vacancy is located at the Hemet office; however, this recruitment may also be used to fill current and future vacancies throughout Riverside County.
The incumbent in this position will aid subordinates in gathering, recording, and analyzing appraisal data; responsible for the more complex appraisals. Additionally, the Senior Appraiser will act as a project leader; may act for the supervisor during absences; may monitor the development and implementation of appraisal-related computer systems and perform public service duties. This position will require the incumbent to travel to offsite locations to complete appraisals. The most competitive candidate will have at least one (1) year of experience performing appraisals of residential property types.

Recruitment Notice: As a condition of employment with the Assessor-County Clerk-Recorder (ACR) Department, employees are prohibited from engaging in any real estate, appraisal, auditing, or notarial activities related to property located within the State of California, outside the scope of their official duties. This includes acting as a real estate agent or broker, performing appraisals or audits for compensation or otherwise, and notarizing documents in a private capacity. The use of any professional license (e.g., Broker, Salesperson, Notary Public) in connection with California property is not permitted while employed by ACR.

Can you see yourself here?• Coordinate and review cost estimates and appraisals of land and improvements.

• Provide assistance to subordinates in gathering, recording and analyzing appraisal data; assist in training and orienting new appraisers.

• Obtain, investigate and analyze appraisal data.

• Perform the full range of the appraisal function in a difficult specialized area such as the valuation of industrial properties, mining properties, trees and vines, remote lands, or major agricultural enterprises.

• Investigate the more difficult complaints and make recommendations based on findings; derive total parcel values and residual land or building values from sales, income and depreciated replacement costs.

• Perform reevaluation of appraisals for comparison to appraisals before the Assessment Appeals Board and the Office of Appraisal Appeals; prepare records and reports.

• Act as project leader; act for the supervisor during absences; monitor the development and implementation of appraisal-related computer systems.

• Perform public service duties. OPTION I

Experience: One year of experience performing real or personal property appraisals for property tax purposes equivalent to an Appraiser II with the County of Riverside.

OPTION II

Experience: Two years of journey level experience performing real estate or personal property appraisals, building contracting, building cost estimation or real estate brokerage, or building inspection.

ALL OPTIONS

Knowledge of: Property assessment procedures and terminology; building cost estimating; construction cost estimating of a wide variety of buildings; the factors involved in the valuation of productive and nonproductive land; the entire appraisal process as applied to the full range of difficult appraisal problems; the principles of supervision; modern office procedures and standard office equipment.

Ability to: Study and learn property tax laws and appraisal principles and methods; collect and analyze data; prepare accurate records and submit clear, comprehensive technical reports on facts pertinent to the determination of real and personal property values; effectively respond to the general public regarding assessments and property evaluation procedures; measure and draw structures in the field and make related calculations; use electronic drawing programs to draw structures from blueprints; read and interpret complex blueprints, sketches and legal property descriptions; analyze, summarize and evaluate factors relating to appraisals accurately and impartially; maintain and promote harmonious public relationships; supervise, train, review, and evaluate the work of appraisal personnel; perform complex analytical research; prepare clear and concise records and reports. Other Requirements

License/Certificate: Possession of a valid California Driver's License is required.
Possession of a valid Appraiser's Certificate issued by the State Board of Equalization.
