Position Summary:

The Budget Director is responsible for leading the college's financial planning and budgetary operations across all fund types-Education & General (E&G), auxiliary, and foundation. This role ensures fiscal integrity, strategic resource allocation, and compliance with institutional and regulatory guidelines. The Budget Director works closely with the Chief Operating Officer and college leadership to support data-informed decision-making and long-term financial sustainability.Bachelor's degree in Finance, Accounting, Public Administration, or related field (Master's preferred).

Minimum of 5 years of experience in higher education budgeting or governmental financial management.

Demonstrated expertise in managing multiple fund types (E&G, auxiliary, foundation).

Strong analytical, organizational, and communication skills.

Experience leading financial team.

Proficiency in financial software and enterprise resource planning systems.

  • A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
  • (a) Two years of direct experience for an associate degree;
  • (b) Four years of direct experience for a bachelor's degree;
  • (c) Six years of direct experience for a master's degree;
  • (d) Seven years of direct experience for a professional degree; or
  • (e) Nine years of direct experience for a doctoral degree

Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.

Minimum Qualifications that require a high school diploma are exempt from SB 1310.

Preferred: Experience with tuition modeling preferred.

  • Develop and oversee the college's comprehensive budget across all funds including but not limited to E&G, auxiliary, and foundation funds.
  • Provide financial modeling and forecasting to support strategic initiatives and operational planning.
  • Advise the Chief Operating Officer on budgetary implications of institutional priorities.

Tuition and Auxiliary Revenue Management
  • Monitor tuition revenue trends and projections to inform budget planning and enrollment strategy.
  • Oversee auxiliary revenue streams, including forecasting, performance tracking, and optimization.
  • Collaborate with relevant units to ensure accurate revenue reporting and alignment with college goals.

Financial Management and Reporting
  • Prepare and present financial reports for internal and external stakeholders, including variance analysis and fund performance.
  • Ensure compliance with university, state, and federal financial regulations.
  • Maintain transparency and accountability in all financial reporting activities.

Resource Allocation and Optimization
  • Lead the annual budget development process and recommend resource allocation strategies to maximize efficiency and impact.
  • Partner with the research administration team to budget and plan college support of research priorities.
  • Identify opportunities for cost savings and revenue enhancement across all fund types.

Collaboration and Communication
  • Serve as the primary liaison between the college, USF Health, and central finance offices.
  • Communicate budget policies and updates clearly and effectively across the college.
  • Provide financial guidance to college leadership and program leads.

Personnel and Supervision
  • Supervise business services team and reporting project manager.
  • Coordinate with Human Resources and Chief of Faculty Relations on budget-related staffing plans and compensation analysis.
