Measurement Supervisor (Finance)



Position Description

The measurement supervisor provides supervision, leadership, and technical support for measurement technicians.
Essential duties and responsibilities:
• Provide technical and supervisory leadership to area measurement technicians and facilities to ensure the safe, accurate, and efficient operations of all equipment and systems.
• Responsible for safety programs, environmental protection programs, governmental compliance, employee training and development, budgets, technical support, liquids balancing and personnel functions within the measurement area of responsibility.
• Monitor and minimize lost and unaccounted (L&U) crude oil.
• Assess measurement facility and technician performance.
• Assist with the development and management of operating and capital budgets.
• Assist with the development and implementation of regional measurement programs and projects.
• Assist with "after hour" issues due to equipment and/or operational problems as needed.
• Evaluate new technology and equipment in the liquids measurement industry.
• Other duties as assigned.

Position Requirements

Education:
• Technical degree from an accredited college or equivalent work experience.
• High school degree or GED required.
Experience/specific knowledge:
• Minimum of five years of experience in the field of liquid measurement.
• Adequate computer skills (MS operating system, MS Word, MS Excel, measurement software, etc.)
• Adequate knowledge of current AGA and GPA standards and guidelines.
• Adequate knowledge and understanding of orifice meters, turbine meters, Coriolis meters, PD meters, rotary meters, and ultrasonic meters.
• Adequate knowledge of crude oil characteristics and NEC/API philosophies/procedures and classified locations.
• Required to maintain technical proficiency.
Certifications, licenses, registrations:
• Possess and maintain a valid driver's license and meet company insurability requirements.
• May be required to possess a commercial driver's license, drive a company commercial vehicle, and comply with all commercial vehicle regulations.
• May be required to achieve and maintain certifications as required to perform job duties.
Competencies, skills, and abilities:
• Must respond to and address callouts and emergencies during and after regular business hours including after dark hours, which require carrying a communication device.
• Leadership and strong personnel management skills.
• Ability to effectively organize, plan, prioritize, document, and complete work with minimal supervision.
• Math skills necessary to perform budgeting and engineering calculations.
• Strong analytical skills.
• Safe work practice and active participation in the safety program.
• Good communication skills (verbal, written, and listening).
• Proven ability to work in a team environment.
• Ability to prepare and deliver presentations.
• Ability to train and develop others.
• Ability to actively support the region's safety program.
• Ability to work in all environmental conditions.
• Must be able to work with a team, take direction from supervisor(s), prioritize work schedule, focus attention on details, and follow rules.

• Must be able to withstand extreme weather conditions.
• Must be able to frequently enter confined spaces, climb to and work from elevated platforms, ladders, excavated areas, walkways, etc.
• Must be able to lift a minimum of 20 pounds in awkward positions and 50 pounds from floor to waist (occasional).
• Field activities may include walking to and amidst work and/or construction sites, climbing in and out of trenches, working around heavy equipment and working in confined spaces.

Supervisory responsibility:
• Participates in the selection/promotion of staff, salary change considerations, disciplinary matters, and conducts performance evaluations.
