Part-time Hearing Officer (Legal)



SUMMARY: This position is responsible for conducting and overseeing administrative hearings, primarily involving Housing Choice Voucher (HCV) Program participantsrelated to admission denials and terminations. The role requires adherence to HUD regulations, landlord-tenant laws, and internal CMHA policies to ensure hearings are fair, compliant, and impartial.

Schedule and conduct administrative hearings via phone or virtual platforms.Notify applicants and participants of hearing dates and related details.Ensure hearings comply with HUD regulations, HCV program guidelines, and CMHA procedures.Serve as a neutral and objective hearing officer, managing the proceedings fairly.Interpret and apply federal regulations, landlord-tenant law, and agency policies during hearings.Review documentation and evidence and hear testimony from involved parties.Evaluate whether evidence supports the contested issues.Prepare and issue clear, legally compliant written decisions in a timely manner.Provide hearing recordings to CMHAs Legal Department for recordkeeping.Follow established Standard Operating Procedures (SOPs) throughout all hearings.Perform additional duties as assigned.
