Manager, OSP Estimation & GIS (Finance)



Job Description:

Key Responsibilities:

  • Lead the GIS team in designing, implementing, and maintaining spatial databases and mapping applications.
  • Manage GIS data related to fiber, coaxial, and wireless infrastructure across multiple markets.
  • Collaborate with engineering, construction, field operations, and sales & marketing teams to support network planning and expansion and map accuracy.
  • Integrate GIS with enterprise systems such as OSS/BSS, CAD, and asset management platforms.
  • Develop custom tools and dashboards for spatial analysis, reporting, and decision support.
  • Ensure data quality, consistency, and compliance with industry standards and internal policies.
  • Provide training and support to internal stakeholders on GIS tools and workflows.
  • Stay current with GIS and telecom technology trends to recommend strategic improvements.
  • Utilizing our Service-Now tool, responsible to update dashboards for current projects, job tickets, and overall team performance for Estimation & GIS teams.
  • Guide and mentor the Estimation & GIS teams on training, career, and complete performance reviews.

Qualifications:

Education & Experience:

  • Bachelor's degree in GIS, Geography, Computer Science, Telecommunications, or a related field.
  • 5+ years of GIS experience, with at least 2 years in a leadership or managerial role.
  • Required experience in the telecommunications or broadband industry is a must

Technical Skills:
  • Proficiency with ESRI ArcGIS suite, including ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise.
  • Experience with fiber network design platforms such as SpatialNet & Autocad.
  • Strong understanding of spatial data modeling, network topology, and telecom asset mapping.
  • Experience with Python or ModelBuilder for automating GIS workflows and data processing.
  • Knowledge of SQL and spatial databases (e.g., PostgreSQL/PostGIS, SQL Server Spatial).
  • Exposure to estimation tools such as Biarri Fond.

Soft Skills:
  • Excellent leadership, communication, and project management skills.
  • Ability to work independently in a remote environment and manage distributed teams.
  • Strong analytical and problem-solving mindset.

Preferred Qualifications:
  • GISP certification or equivalent.
  • Experience with cloud-based GIS platforms and APIs.
  • Knowledge of FTTx design and documentation standards.
