Vice President, Organizational Excellence (Finance)

JOB SUMMARY  

Reporting to the Chief Operating Officer (COO), the Vice President of Organizational Excellence will enhance the organizational impact by overseeing the Organizational Excellence department and is responsible for working with the COO, , Executive Leadership Team, and Region Vice Presidents to drive growth and develop capacity building strategies and plans; facilitating and driving innovation in human services across the organization. In addition, this role will support the internal strategic planning process including monitoring outcomes and making recommendations for redirection as appropriate.   

 

This role will assist the CEO and COO in the strategic financial and services growth of the organization through a disciplined, integrated planning approach that ensures quality integrated programs and services, strengthened capacity, and operational effectiveness. S/he provides the leadership, management and vision necessary to ensure that the organization has the proper tools to effectively drive growth and sustainability in integrated health and human services. The Vice President will have access to and works closely with all administrative support units, such as Marketing & Communications, Human Resources, Information Systems and Technology, Accounting and Finance and other administrative personnel to support the needs and growth of the program operations.  

RESPONSIBILITIES: 

 

EXECUTIVE LEADERSHIP 

  • Participates as a member of the Executive Leadership Team  
  • Supervises and leads the Organizational Excellence Support Unit and is responsible for the development of services, evidenced based training, implementation of new program services that are aligned to the organization's strategic plan and the organizational development initiatives such as leadership development programs (Keymakers) and Mission Team (employee led innovation and solution workgroups)
  • Supports business growth opportunities and program services development, in alignment with the organizational strategic plan. 
  • Champions integration of healthcare and human services  organization wide.  
  • Ensures all services are supported by operations to maximize quality services and revenue collection .
  • Leads and drives initiatives that support health equity across programs and communities.
  • Actively drives visioning regarding program clinical and non-clinical services with Dynamic Strategies process and strategic approaches to service line development.  
  • Supports Risk Management from the quality program services lens.
  • Ensure programs adherence to grant, contract targets and person served outcomes, maintaining quality services and good standing with stakeholders.
  • Ensure programs adherence to budget and financial expectations in partnership with various support units.
  • Works closely with Human Resources to ensure that talent is found and retains to meet program needs and support new program services or enhancements.  

STRATEGIC LEADERSHIP  

  • Works closely with Marketing, Advocacy and Development to further advance the organization's impact in our communities and managing branding development.   
  • Establish and ensure organizational excellence through CQI, desired accreditations and professional development of program staff (clinical and non-clinical) staff and clinical interns.  
  • Ensure appropriate Evidenced Based Practices are embedded throughout the organization and oversee the integrity and fidelity of those EBPs with the Organizational Excellence  support unit.
  • Develops and drives VOACC's Model of Care that gets embedded across the organization and ensures integrity of the model over time ensure KPIs are established, tracked and reviewed regularly. Initiate corrective action plans when KPIs are below expectation. 
  • Overseas the expansion and supports organizational competence, credentialing, specializations and accreditation in relevant areas such as, but not to: Healthcare integration, Multicultural Competence/Care, Trauma Informed Care, etc. 
  • Guides the development and implementation of standards supporting an integrated care delivery system; data management to support decision-making; and manage health. 
  • Overseas the design and monitoring of the organization's continuous quality improvement and assurance programs and the programs corrective action plans, incident reviews and systems from an organization wide lens. 
  • Collaborate with the executive leadership team members to assist in the development of programs and support the clinical expertise of staff to embed professional development and evidence-based practices, across the organization. 
  • Actively engaged with community stakeholders to advance the strategic business initiatives of the organization.

  • Lead Launch/Wind Down process of service lines to ensure quality services.

REQUIREMENTS 

  • Bachelors degree in Human Services or related field, Master's preferred 
  • Five (5) years of Executive level Leadership. 
  • A minimum of eight (8) years proven operational and leadership experience and success in a human-services, community/residential based, health care and/or nonprofit setting.  
  • A minimum of three to five (3-5) years of experience in financial management to include: budgeting, financial analysis and managing/planning program budgets.   
  • Track record of effectively leading a performance-based, financially sustainable and outcome-based business line and staff. S/he will have developed and operationalized strategies that have taken a program, business line or organization to the next stage of growth.    
  • Strong relationship builder and communicator with experience leading diverse work teams, engaging community partners, and developing an organization-wide strategy for program excellence.  
  • Demonstrates integrity, strives for excellence in her/his work, and has experience of leading others to new levels of effectiveness and programmatic impact.  
  • Excellence in organizational management with the ability to coach staff, manage, and develop high-performance teams, set and achieve strategic objectives, and manage a budget 
  • Experience working in a diverse human services non-profit organization.  
  • Experience driving and implementing evidence-based practices (EBPs) and aligning EBPs to diverse integrated service lines (i.e. Intellectual/Developmental Disabilities, Homeless Services, Justice-Involved, Behavioral Health, Mental Health, Substance Use Disorders, Primary Care, Veterans, Supportive Housing). 
  • A solid strategic mindset.  
  • The ability to recognize and respond to future trends and new opportunities with business savvy to build and sustain relationships with many constituencies, both internally and externally.  
  • Marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures.  
  • Experienced with CARF, ACA and/or other accreditation bodies (i.e. JCAHO, NCQA). 
  • Experienced with and knowledge of diverse funding streams (i.e. fee-for-service, cost reimbursed, pay for performance, Medicaid billing, MCO contracts, etc.). 
  • Ability to effectively collaborate and facilitate change, interfacing with all levels of the organization while managing multiple projects over multiple states. 
  • Strong problem solving, critical thinking and execution skills.  
  • Proven change management skills with excellent verbal and written communication skills.  
  • Experience working with state health plans, MCOs, ACOs, HEDIS measures a plus. 
  • Bilingual in any language a plus.
